There are new requirements for confined space permitting, and the proposed fines and penalties have just gotten higher. OSHA requires that :
The employer shall evaluate the workplace to determine if any spaces are permit-required confined spaces.
If the workplace contains permit spaces, the employer shall inform exposed employees, by posting danger signs or by any other equally effective means, of the existence and location of and the danger posed by the permit spaces.
Training is mandatory for employees engaged in working in and around a confined space:
The employer shall provide training so that all employees whose work is regulated by this section acquire the understanding, knowledge, and skills necessary for the safe performance of the duties assigned under this section.
Contrary to popular belief, there is no real blanket permit that allows a permit to be open over a number of days and shift changes.
The duration of the permit may not exceed the time required to complete the assigned task or job identified on the permit in accordance with paragraph (f)(2) of this section.
You determine the allotted time period from looking at your JSA / JHA and adding time for entry and exit. Unfortunately, when something goes wrong it is normally the confined space supervisor that gets in trouble or goes to jail. This course is designed to help supervisors and others identify confined spaces and correctly test, monitor, and manage the entry, program, and associated documentation.
